Iran having nukes may not stabilise the Middle East, but it would be an effective deterrent. Whether the repression of Palestinians by the military or the terror on Israelis by extremists, it is outside the consideration of Iran unless religion is brought in. Because a fight on the Korean Peninsula is like fighting prime Tyson in a phone booth.  Even if you have unlimited access to any weapons, he’s taking an ear or worse.

North Korea is a hyper militarized police state that would flood SK with men on a whim.  NK has 1.2m active personnel and because of the lack of technological prowess likely a far higher percent of those being front line infantry relative to more modern militaries.  SK has a third of that.

Additionally, like far easier for NK to call up its reservists without people noticing as much.

1. Iran didn't have tens of thousands of artillery pieces aimed at the citizens inside Israel's capitol. North Korea does have guns aimed at the citizens in Seoul. 

2. You can't hide cargo trucks full of drones driving around your military sites in the North Korean economy. Kicking off an attack like this works only if you can get your drones close, it would be extremely difficult in North Korea.

3. North Korea still had militarily useful allies (China, Russia) during their nuclear breakout. Right now, Iran doesn't have anyone capable of defending them.
